    Any ideas on a fix?

I'll work on this in texinfo.tex.  Clearly the smallexample line spacing
is migrating to the preceding text for some reason.

Meanwhile, adding a blank line before @smallexample might fix it.  I
didn't have a chance to try it (yet).
