Actually, this isn't happening for me with the current texinfo.tex
(ftp://tug.org/tex/texinfo.tex).  The line spacing for me looks the same
with or without the @smallexample.

If you're using the current texinfo.tex, let me know and we can try to
figure out what's going wrong.

By the way, in test documents, it's best to always include the
@setfilename.  Although it didn't make any difference in this case,
various TeX things (aux files, etc.) are triggered at that point.
