Texi2HTML should do the toc right, even without node. It can split
at chapter, section, and at the smaller sectionning unit (I guess it is
called a split at node, but it is not exact since it splits even when
there is no nonde), I guess that in your case it would lead to a split
at the subsection level.
I'd be glad to help you sort out issues you have with Texi2HTML.
