Yeah -- although the autoconfery doesn't care about the x bit on
anything else, in this one case it is required.  My guess is that it was
an oversight when the code was first written, and now there are
complications in changing it.  I just asked the autoconf workers about
it and I guess it won't ever be changed at this point.

Anyway, I fixed the permissions for next time.  Thanks.
