I am very surprised. Nothing about that locale stuff was knowingly
changed between 4.12 and 4.13. It was actually 4.11 that saw all
those changes. I must have missed something.
BTW, groff.texinfo contains address@hidden en'.
Yeah. But please tell me how I should set my locale envvars so I can
try to reproduce.
