    I am referring to variables in init file. 

It seems to me that the choice of root type is something that is
known/determined by the author of the document.  This would argue for
putting a command into the Texinfo source to specify it.

Or does it make sense to process a given document with (say) root=book
at one time or site and root=article at another?  Noah?
