That is true enough in general, but in the particular case of PCRE, it's
unlikely to work well.  GNU Grep tried to use PCRE for a while and it
turned out to be so problematic that it had to be removed.  As for
Texinfo, I don't see the need.  illusionoflife, if you're talking about
some other package, you should ask the developers of that package.
