The names are not perl identifiers, but mere strings.  All the
customization variables are either Texinfo commands, such that you can
do

  texi2any --set paragraphindent=15

in this case the name is the texinfo command name, or a customization
variable (sometime corresponding to a command line switch) and in that
case it is upper case with underscores, in order to mark the difference.

I would prefer to keep this difference and not upper-case everything.
