The install-info tests using mktemp have been part of Texinfo since
before 4.13, at least.  I'm surprised you did not have a problem with it
before.

I see from (autoconf)Limitations of Usual Tools that it's feasible
enough to emulate it.  But every other system I have ever seen in the
last X years has it (and no one else has ever reported not having it).

Very few GNU packages are relocatable, in my experience.  But anyway,
perhaps it is plausible to have makeinfo find itself wherever it happens
to be.  Patrice and I will talk about it.
