Maybe I did, but didn't complain for some reason (e.g., because 4.13
was then quite old and a new shining version was long in the works
about which I had no idea).  The problem is still real.

Probably because you saw only GNU/Linux systems.  'mktemp' is part of
GNU Coreutils in latest versions.

But makeinfo was, until now, because it didn't need to read any files
for its job.
