T1 encoding suddenly used

Hi Karl, hi all,

here at Debian we suddenly got loads of failed-to-build-from-source
because
        cm-super-t1.enc
was missing during build.

This file is included in the cm-super packages in Debian,
separate from TeX Live. Build-deps normally did not include it.

Since some time though, must be texinfo 5.2 is my guess, there
are FTBFS creeping up. The reason is that the above file is
required. I checked one texi file that exhibited the problem, and
reduced it to the following MWE:

\input texinfo.tex
Test address@hidden address@hidden Test
@bye

As far as I see most FTBFS are now fixed, but I am a bit surprised
(and got my share of anger from the fellow DDs ;-) that suddenly
the T1 encoding is used.

Is this on purpose? Is there something that should be done about it?

If it is a strict dependency, i.e., most texi files wil lnow use T1
fonts, then I can happily add the dep texinfo -> cm-super(-minimal)
