If GNU websites are correctly configured and send the correct MIME
charset in the Content-Type in the HTTP headers, the users should not
have a problem, and if they do have such problems, a META tag probably
won't help anyway because they have a *very broken* browser.

Definitely not.  The web is not the problem (see above).  The issue
(if any) is local copies where the HTTP Content-Type header is
unavailable.

If they have a local copy and they have Emacs, this is easy enough to
script.  I really don't see why we should complicate the Info-HTML
spec to save users from self-inflicted injuries.
