I downloaded and tried the file you suggested. I think the interpunct
in Catalan (it only goes between capital or lower case L, like L·L or
l·l) looks ideal through the combination:

@U{013F}L  @U{0140}l 

I don't know exactly what has to be done in texinfo.tex or txi-ca.tex,
but what should happen is that if the user enters the interpunct
(we have it in the Spanish keyboard above 3) and writes l·l or L·L,
texinfo shouldn't produce an error. I think this interpunct is
obtained by 

lU{00B7}l.

No, none of the words is written with l·l or L·L. 

I tried your file with a l·l, and I get ll in the output (I passed
through tex in emacs, sorry I'm not very knowledgeable about texinfo,
I came here because I'm translating lilypond into Catalan and found
out the lack of support of texinfo for this language).
