But that's not user-level information, is it?  That's something system
administrators and people who package software should be interested
in.  Users only care that any Info reader out there is capable of
showing Info files installed on their systems, no matter whether they
are or aren't compressed.  And that's what happens, both with the
stand-alone Info reader and with Emacs's Info reader.

Now, back to square one: why exactly did you need to find that
information?  What did you need to accomplish?
