Do you know why this doesn't work for you, but did work for Karl?
Could it be because of

I just tried running "tex xref.texi" on a simple file "xref.texi"
containing a cross-reference, and indeed the message "Cross reference
values unknown; you must run TeX again." does appear in "xref.log";
texi2pdf, however, still runs tex enough times to get the
cross-references to be filled in.
