To reiterate Gavin's reply ...

1. Any definitions for Unicode characters that you have that we don't
have, and are supported in the CM fonts, we want to add.

2. I added the error check because it is too easy to make incorrect
duplicate definitions within texinfo.tex itself.  I did it more than
once.

3. Of course we want you to be able to use the latest texinfo.tex.  It
seems to me that we could make the error message conditional.  That way
you could turn it off when you knowingly redefine characters.

Though it seems that either you're using the newest texinfo.tex, so you
don't need to make your own definitions, or you're using an older
texinfo.tex, in which case there is no error.  Are you trying to make
your manual work across multiple versions of texinfo.tex?  Avoidance of
such dependence is precisely why texinfo.tex is recommended to be
included in all source distributions ...
