Follow-up Comment #3, bug #46083 (project texinfo):

don't define unicode characters in documents based on the texinfo.tex version
(surely unmaintainable), but simply on whether they are defined or not
(\csname uni:xxxx\endcsname being defined). 

For that matter, it would be trivial for texinfo.tex to provide a command like
\ProvideUnicodeCharacter, for documents to use, which would only define the
char if not defined.  Except it won't be defined except in new texinfo.tex, so
it won't help you unless you distribute it, so back to square one.

By the way, I doubt merely using Unicode math characters will result in
coherently readable math in HTML (unless the math is really simple).  Texinfo
has never had support for any of the attempts (many have come and gone ...) to
get math in HTML.
