Are there really other differences?  @error is handled quite
specifically since it is the only @-command that is especially translated.

Normally the in-document translations are not taken from the locales
directory, but from a list of texinfo specific directories.  And their 
use is not triggered by the locale setting but by @documentlanguange.
One possibility would be that you have an older directory with some
missing in-document strings.  It could be that the tests do not use the
in-source in-document translations but rather some found in other
places.  I remember having this problem more than once in the past.

Another possibility, but that would seem odd, given that it works for
Gavin, would be that the string is ued literally somewhere instead of
being parsed.
