Yes, it could be used in the tests instead of TEST in some cases, 
although there is not an urgent need to change it.  TEST may still be 
used in some other cases.  SOURCE_DATE_EPOCH is useful for reproducible
builds of documentation and is not specific to Texinfo, so is easier
for people to find out about, and also doesn't change anything else
that TEST might change.
