Regardless of the issue of making the Texinfo manual more useful, I
think you need to read the web2c/kpathsea manuals as well, to
understand these issues. Whatever Gavin decides to add to the Texinfo
manual, we cannot expect that this manual explains everything about
TeX and supporting software, we could only point to the respective
documentation.
