I've removed the directory tp/maintain/lib/libintl-perl/blib
and added it to .gitignore.

It's also ignored under
https://github.com/gflohr/libintl-perl/blob/master/.gitignore
so these are generated files.  We'll have to check if any of these
files are needed for libintl-perl to run properly.
