In texi2html, and thus briefly in texinfo before the new parser,
there was a customization file to produce xhtml, which amounted mostly 
to a different header, adding some / in elements that have no 
closing element, for example '<hr/>' or '<br/>' instead of <hr> and <br>
(same for <img>), and other changes that are probably obsolete issues.
It was not really maintained, that's probably one of the reason why it
was dropped, the other probably being that xhtml has never been used
much and will probably disappear now that there is HTML5 which took
another route.

Maybe not relevant, but the chm generation involves creating some index
files, so maybe some ideas could be taken from tp/init/chm.pm.
