Is that the version of XeTeX that Werner reported the problem for?

It depends where it appeared.  If it was in the node name it would
probably have the same problem.  If it was part of normal text in
a paragraph it would probably be ok but the user is not supposed to
do it, it is supposed to be followed by a pair of braces, so @ss{}.
The reason for this is in TeX spaces following a control sequence
are skipped so there have to be braces to allow having a space after
the glyph.

I wonder if it would be easier to revert the change that caused this
problem and fix the issue of {} appearing in the PDF outline
in a more limited way.  It was only reported as a problem for the
@TeX{} command, not @ss{} or other commands.  (Sebastian Urban,
bug-texinfo, May 8 2020.)  This would be easier than going though
texinfo.tex and adding {} everywhere that it should be present (and
not adding it in too many places).
