Indeed, to do XHTML, it is better to use numeric entities. For the
record, to output XHTML, my advice would be to use something along (need
the upcoming release):
texi2any --html -c HTML_ROOT_ELEMENT_ATTRIBUTES
'xmlns="http://www.w3.org/1999/xhtml";' -c USE_XML_SYNTAX=1 -c DOCTYPE '<?xml
version="1.0" encoding="UTF-8"?><!DOCTYPE html>' -c USE_NUMERIC_ENTITY=1
And also maybe
-c NO_CUSTOM_HTML_ATTRIBUTE=1

As stated in another mail, the output encoding is the same as the input
encoding in makeinfo/texi2any, and has been since a long time, so if
UTF-8 is the default input encoding, it is also the output encoding.
