Are there such libraries in existence, when locale data is considered?

I very much hope that your ideas of half-solving this for half of the
OSes out there are not shared by the Texinfo maintainers.  I
personally think it wold be shameful to have such a "solution".

Not good, either.

The right way of solving this is not to request unattainable goals
like complete independence of the locale.  This is simply impractical.

We are already there, and I honestly hope that the current tendency
will not suddenly change.  We just shouldn't request what cannot be
easily attained except for a single OS, however important you think it
is.
