Why do we need an alternative solution, when a good solution already
exists, and has been in use for decades?  Just because some package
fails to produce a tree-structured Info file, when they generate Info
from source that is not Texinfo, i.e. don't even use 'makeinfo' and
friends?  That makes no sense to me.

Their manual is broken, that's all.  I hope you reported this to them,
or will do so soon.
