Do you have any reference to say that using CRAN.R-project.org instead
of cran.r-project.org is canonical?

AFAIK, domain names are case insensitive, so the change does not really matter, but CRAN.R-project.org is definitely the preferred notation.
See, for example:

- At the bottom of each CRAN package page (picking one example here): "Please use the canonical form <https://CRAN.R-project.org/package=colorspace> to link to this page."
