Some context seems to be missing, but some Texinfo constructs
necessarily lead to invalid HTML, as HTML forbids nested <a>, while it
may be the natural conversion. My check with firefox showed that this
construct was correctly rendered.
There is, for example @url in @xref, but also, if I recall well, @*ref
in @section and similar.
