release/7.1 build system fixes

I have copied or ported several of the build system fixes to the
"release/7.1" branch in preparation for an upcoming 7.1.1 release.

I have added some build testing recipes to "README-hacking" (on the
master branch).  It has to be simple enough to be manageable in future
and likely that we will continue to be willing to run such checks.
"release/7.1" currently (as of 2024-08-29) passed such recipes when I tested
them.
