It seems RFCs can be considered as freely distributable documentation so
that should be fine. But linking to external documentation is of course
no substitute for having real self-contained documentation, which is why
we had wanted to use the actual text of the RFCs.

maintainers on problems with the IETF copying permissions and what
actions he is taking to get them fixed:
