cons -t inconsistency

I have noticed an inconsistency in the way cons refers to directories
when invoked from the top of the build tree versus in a subdirectory
with the -t option.
On my system, this causes all the targets to become out-of-date due to
the fact that include paths are changed (absolute vs. relative), and
the whole tree has to rebuild.
Has anyone else noticed this problem?
I hacked up a patch (attached) to cons 2.1.1 which seems to fix it.
