If someone wants to put together a 2.3.1 release, I will put it up
at my mirror:

I tried telling rv about my mirror's URL changing (the home.com mirror
is gone, for those who haven't noticed) back in December, but never
heard a reply.

Until we can fine someone to maintain cons long-term, it sounds like the
minimum work that needs to be done right now is to make a 2.3.1 release
available to fix some bugs.
