[Patch] make doc/Makefile.am actually generate html

Doing a 'make' at the top level does not seem to generate html output. Attached 
is a patch to correct this problem. The patch will only work if the approriate 
tools are installed, which might be
annoying to somebody who just wanted to do 
'make install', so we're not *quite* sure this
should be applied.  Nevertheless it was useful for us.
