This will not effect regressions I was doing.
I am fairly certain the GDB folk do not use the xml output yet though you may
want to ping that list to see if this will effect their regression testing.
as long as the names in the dtd aren't changed at the top of the xml file most
programs should accept the change either way unless the xml parser can't handle
the change( most can ).
in the future we "should" register the dtd.
