What change are you suggesting to make, exactly (sorry, the early part
of this thread has expired on my system)?

I think it's certainly the wrong thing to blindly treat all ideographic
characters as entire words for M-f and M-b.  At the least, I use the
japanese environment, and such behavior would really annoy me.

For C-w while searching, I wouldn't mind so much, because there it's
usually better to grab too little than too much (as you can't easily
delete small overruns).
