i had the same problem. Andrew Choi told me that:
This problem will be fixed once someone corrects the loaddefs.el, and
until then, this worked-->
[make bootstrap (breaks)]
cd lisp/
make autoloads
cd ..
make bootstrap
make install
and out comes emacs 21.3.50.2....
