I couldn't make it work, it didn't write any directory to subdirs.el.

BTW, would it be OK to install some of the lisp/makefile.w32-in changes
into 21_1_RC? That way the update-subdirs target would at least work in
NT/2K/XP platforms. (And the WINS/WINS_WITHOUT_TERM hack can be
installed if necessary to make it work also in 95/98/Me.)
