Yes, of course.

I think most of the problems are with menus defined by packages
outside menu-bar.el.  In particular, packages maintained by their own
maintainers.  I do agree that consistency is important (provided that
we agree about what should tooltips in menus do ;-).

The main reason for tooltips in menus is that menu items are usually
limited in length.  Tooltips can be longer, especially since the font
used for them is (or should be) smaller.
