bootstrap fails with current CVS on MS Windows XP

I don't understand enough of the bootstrap process to make further
investigations. The error message I get is:

"mmake" is the mingw make; gcc is the cygwin build. Maybe it is my
fault; I don't understand the cygwin vs. mingw issue fully. But it
worked before ...
