That exact error message occurs in the lisp/progmodes/simula.el file, in
the (defconst simula-emacs-features ...) form.

Ordinarily, simula.el[c] wouldn't be loaded unless the simula-mode
function was called, which is usually only called when you visit a file
whose name ends in ".sim" (see auto-mode-alist).

Regardless, what do these key sequences display:

C-h v emacs-major-version RET
C-h v emacs-minor-version RET
C-h v emacs-version RET
