the list to which you wrote is inappropriate for your request, because
it is dedicated to posting sources only.

The answer to your query is one of the most common: read the manual.
There is a chapter devoted to using Etags.  If you want more help,
please write to an appropriate forum, like the help-gnu-emacs or one of
the newsgroups dedicatd to using Emacs.

If you found that the manual is insufficient, please let me know: I am
the maintainer of etags and would like to know about the program's or
the manual's deficiencies.
