Version 0.977 of package Arbitools has just been released in GNU ELPA.
You can now find it in M-x list-packages RET.

Arbitools describes itself as:

  "bbpPairings.exe" by Bierema Boyz Programming is necessary to do the
                    pairings. Copy the file to an executable folder,
                    for example /usr/bin.
