Ideally there would be no corporate income taxes to dodge.  The income
could be taxed when it is disbursed to the owners and employees of a
company.  This would reduce the incentive for sending work overseas
(since many times it is simply a tax dodge).  

As far as requiring companies to keep jobs onshore, I would much
prefer that they send the jobs overseas when they can be accomplished
cheaper.  It increases all of our standards of living that way.  What
I would like is a commitment to continually finding ways for American
workers to do even better in the marketplace, continual innovation,
making all of our lives better.
