Mostly because Bangladesh hasn't enough of an infrastructure to make
it a good candidate for outsourcing.  It does do a lot of good in
India, to many more than are directly employed, namely their family,
servants, and everyone they do business with.  Still offshore
outsourcing is really a very small phenomena in total economic terms,
and India has a billion people, so affecting "the average" is hard.
Most of the economic growth of India is due to other causes.  Which is
good, since India is soon rich enough that the outsourcing will go
elsewhere.
