Yes, there is no difference in the exclusive rights granted to
a compilation copyright from other copyrights.

But the compilation copyright only covers the original selection
and arrangement of the information, not the underlying information
itself, so it is less than clear what a derivative work of a
compilation might be.  Common forms of derivative works, like
translations or movies from novels don't pertain to compilations.
