Within some types of association (perhaps better "community" as it is
an organisation which is not represented as a single legal entity),
sharing modifications is distribution, strictly speaking.

So, there are limits on who the author can be (not the ISP or post service
which will benefit from your expense) and whether they can specify the
method of sending?
