It is not the act or the purpose of running the program that's in cause.

The typical use of a book is to be read by readers.

The typical use of a program is to be run by an user.

The user can't run a program composed of other programs if he doesn't
have a license to that copy he's running.

Since it is software that includes GPL'ed software, if you add
restrictions, then you can't include the GPL'ed part, just like in a
book you can't include parts you're not authorized to.

If you can't include the GPL part the software does not work.
                                [ the book     can  not be read. ]
