The Linux migration has NOT been stopped, it has been put on hold as a 
demonstration act against software patents in Europe.
But Mike Cox clearly knows this, and he is scared as hell that once the 
migration is complete the city of Munich will begin to save MILLIONS in 
useless M$ licenses and prove to the rest of the world (as many other 
cities AND whole nations are doing) that you don't need M$ software to 
use your computer in a profitable way.
