Is there a GPL-compatible implementation of VCDIFF, as described in
RFC3284? The implementation should achieve reasonable performance,
and it must be able to operate on data streams (so that it's possible
to compute deltas of files of arbitrary size).
So far, I know only of free software implementations under
GPL-incompatible licenses (under various Apache-style licenses, for
instance).
