Yes sorry wasn't on form. However the code is pretty straight forward,
so if there something odd about where your filesystem is located, type
of system etc.

The "own" variable is set if you don't own your home directory.
The home directory isn't x00
Then if the config file is not owned by you and you are not root.

However the home directory issues should give a different error message,
at least as of 1.2.5 which I'm looking at.

What version, what platform, is your uid unique (not that I think that
should matter).
